5 March 2007—Chantilly, VA—AMERICAN SYSTEMS, an employee-owned government IT solutions provider, today announced the appointment of William Kemper to the position of vice president, Citizen Safety Business Area. Kemper’s extensive knowledge and experience strengthens the company’s domain expertise in this critical business area. Kemper joins other key leaders of AMERICAN SYSTEMS’ strategic business areas (SBA) responsible for accelerating the growth and expansion of the company’s service offerings within each of their respective SBAs.

Before joining AMERICAN SYSTEMS, Kemper served as a director at BearingPoint, Inc., a global management and technology consultancy. There, as a member of the senior management team in the Law Enforcement and Public Safety sector, he led BearingPoint’s consulting engagements and new opportunities in several components of the Department of Homeland Security.
Prior to BearingPoint, Kemper directed business development activities at Datatrac Information Services, Inc. and served as an account executive for the Departments of Homeland Security (DHS) and Justice (DOJ) at Raytheon. Earlier in his career, Kemper managed and directed the Atlas, STARS, and the Information Technology Partnership programs at the U.S. Immigration and Naturalization Service (now the U.S. Citizenship and Immigration Services). Additionally, at the INS, he served as the deputy director for the Office of Records Services, director of the Immigration Card Facility, and acting director of the Alien Documentation Branch.
Kemper earned a bachelor of business administration degree from Ohio University. He served in the U.S. Army and is a Vietnam veteran.
